I have a red sea 130d maxx 34 gallon. I am going to retrofit my hood to fit one of two lights and I am trying to pick which light is better for soft and lps coral. I am debaiting between a kessil 360w tuna blue or AI hydra 26. which one is a better option for my tank

All depends on what you like. The kessil has a better shimmer, reminiscent of halides or true sunlight, imo.

If you were to get the hydra 26HD, you could in theory run even more blue light thus making the colors pop even more. I also like the extra controllability of the hydra, as well as being able to mess with it from your phone right out of the box without needing to purchase anything else.
