Just made a tank switch myself this pst weekend from an acrylic standard 90 to a shallow rimless 80. Not an easy chore. But, I did get to do almost everything I wish I had done on my first tank. I'm sure there's something I forgot but will remember as soon as I need it.
I'm not sure honestly on penetration depth on the par 38 so I'll leave that to someone else to answer.

No bother at all. Could talk about reefs all day. Just ask my wife.
What is the current kelvin value for that light? What type of light? You saying more of a yellow leads me to believe it may be on the lower end of that scale. I've had great success with the ATI bulbs for my reef. I had 4 bulbs and ran 2 blue+, 1 purple+, and one coral+. The blue+ are very nice. Great coloration but not "too blue" when paired with a whiter source as well

At 21 watts, those aren't the high output t5 fixtures. Unsure on their lighting ability as I've never used one and don't want to offer incorrect advice. Same with the e27. No personal experience. But, as long as proper spectrum and par, things should go well.
