I agree with DSC on it being a scoly, Lobos have much more prominent/rougher appearing papillae.

Definitely not a lobophyllia. Maybe a single head of micromussa. If the person your referring to says it came from Vietnam I would expect them to know what it is. Croc island scoly looks very close to a match.
