Can anyone tell me what is going on here?

There has been a little bit of stringy stuff around my rocks and right now its spilling out white liquid
I did feed it earlier a piece of frozen brine shrimp.

Do I need to worry about water changes? Should I do a small water change?

Now the white spilling is way more then it was and my tanks cloudy also my water params are going bad from earlier.. ammonia and nitrites

Your anemone is a male and he spawned. You need to get the biomass from the sperm out of your tank by skimming or large water change.
