This video was taken under about 200x magnification.

This is an image of it taken just after lights on. it gets worse thought the day and seems to recede at night.

Hard to tell with the focus, but they look like rotifers.

It is a cheep childrens microscope so it is hard to get a good focus. Unfortunately without better equipment it is the best I can do.

I certainly can't fault you there. I don't have a microscope at all. I've mentioned the possibility to my boss, but no traction.

Even the cheep ones are helpful. Would rotifers form mats and filaments similar to cyano and diatoms?

Im not disagreeing with you but looking at other videos and images it doesn't look like what I understand to be cyano. It does not form the microscopic filaments characteristic of cyano. It does look like cyano in the image of the frags. Each of the cells appear to be free flowing. Does cyano have a form like this?

It is under extreme flow and still grows. Those frags are about 6" from a powerhead pointed directly at them.

Pretty sure it's not cyano for several reasons, morphology, size, color, and growth pattern being the big ones. I don't know what it IS, but it's intriguing.

Just an update, I have moved the frags into my display after dipping them. I added some chaeto the the frag tank and greatly increased the photo period. I also switched out two t5s out for grow bulbs. I am hoping that the chaeto out competes for nutrients. I will know something when I get home from work in about 4 hours.

I got a look under a better microscope after it began to cover everything in the display. It is clearly dianoflagelletts. Raising mag, doing lights out and skimming very wet.

I was going to say dinos from the picture but you've already determined that.

Like I mentioned on Marsh, hydrogen peroxide was a life saver.

Actually yes! I continued H2O2 dosing with no change. I began running micronano bubbles for 8 hours and got a much better skimmer than I had and there was an immediate change for the better. I have seen no sign of Dinos or Cyano since the first day of bubbling.

micronano bubbles interesting I have not seen anything on this thanks for the info Do you do this at night? Also I have been thinking on upgrading my skimmer.

Yes, 8 hours after lights out. I use a wood air diffuser placed about 2" away from the intake for the return pump. There is a thread here on reef2reef about it but there is a much cleaner more informative thread on Marshreef.org. My experiences are posted there.
