Like it says, I have a duncan doing very well in my 10 gallon pico tank that I removed from my 6' tank about a year ago. It's gone from 3 heads to about 15-20. It looks completely different though in the little tank. Tentacles are much longer. I don't have nearly as much flow in the little tank and I'm wondering if that has something to do with it.
 
A number of factors could contribute to the behavior you describe......nutrients are the main 2 that come to mind, but certainly too much flow could impact it as well
