How fo I keep this red Monti cap from taking over I tried to brake it of the rock but it won't come off not sure what my options are

Try harder. Maybe take some bone cutters to it. It'll regrow from any tiny fragments left, so you'll have to either put putty over those to smother them, or plant some other coral right on top.

Or let it grow and cage it in with corals that can sting well enough to compete with it.
 
Imo, just let it grow and when it’s bigger than you like, break it off and either trash it or pass it on to another reefer.
