Melanurus Wrasse acting odd

This morning I noticed my wrasse acting sluggish and not wanting to swim. He keeps laying on rocks and the sandbed. WhenI come up to the tank he swims around but eventually lays back down. He does appear to be eating. Any ideas? Tried to get a photo of him so that the best I can do!

I’ve been fighting high nitrates and phosphates for a while now but other than that everything looks right in line.

Any other ideas?
