MODs, how do I attach pic in pm?

I know as registered members don't have privileges to do so as I was before, but since I am a partner member should I have that?
Or if I do, where about I go to?

I get basically the same "box" in pm's as I do for posting in threads. I click "upload a file" and it works. Do you guys see the same thing I do?

I didn't get those buttons at the bottom, where I can upload file.

Same way you attach an image to your normal posts.
One, copy and paste
Two, using Photo Bucket Link
Three, using the Image Attachment next to the smiley face in your PM buttons.

Only supporting members do.
Correct. The supporting membership and partner membership have different perks. You can have both, but neither one by itself has all the perks of the other. In the partner member thread, Rev said:
The supporting membership is something different and includes member upgrades that are different from a partner member.
