Is this coming back or is it just coralline algae on it and can i save the other one.

Its not coralline on it, Im going to rephrase my answer, looks like its already gone.

It looks like there are still some areas with polyps. I would leave them be and see what parts survive and what doesn't , then frag to make a clean mini colony if algae starts to take over. Birdsnest typically don't re-grow over old skeleton, but sometimes do.
