Pictures or video to begin with
if any, size of aquriam, parimiters of aquriam API and others... Others recommended. I assume you added clownfish before cycle complete....
API test shows 0 ammonia which will be wrong as you have high nitrates, let us know please

Rapid breathing, possibly spots on fish suggest velvet which is deadly if not treated. Can you provide pictures? Velvet is treated with copper in a QT. If it is velvet all fish in the tank need to be treated. Get the copper to recommended level quickly. Like 3 to 6 hours max.

I suspect you have false readings from test kit.
A water change and addition of air stone should improve labored breathing. A couple pics or video under white lighting will be very helpful with assessment

First the API Ammonia test is not going to be 'wrong' because of high nitrates.
Second - pictures are a definite positive
API tests are no better or worse than others - except by anecdote.

BTW - I'm not an API fan. I use their tests - I think they are accurate - if done correction.

Tank Size: 20gallons
Stocking: 1 female clown, 1 firefish, 1 tailspot blenny, 1 skunk cleaner shrimp, 1 peppermint shrimp, and a bunch of soft coral lps and sps
I only have a API test sorry but these are my parameters
PH: 8.2
Calcium: 480ppm
KH: 214ppm
Ammonia: 0ppm
Nitrite: 0ppm
Nitrate: 40ppm
Phosphate: .25ppm
I know the nitrate is too high but I am doing a water change. The thing that makes me think it is not the water is that all my other fish are fine and my brand new clownfish that just died was doing that before he died 2 days ago. A photo of the tank

I'm easily amused and somewhat bewildered by your comments but I'm ok with it, I'll tag along

IMO - API ammonia tests are REALLY difficult to read accurately. I use their copper test, but then I read it using a spectrophotometer, because I simply cannot see the vague color changes (but the spec can).
