There's nothing wrong with .08 as a PO4 level. Many nice tanks run at that level. Even .26 won't kill corals.
Knocking that .26 level down will help make it easier to get good colors.
Most likely the problem is your LEDs. That's why I said to turn them off on Tank one. It will give you an idea if they arre causing an issue in your tanks.
For tank two at the very least I'd dim or raise the whole fixture if you can't dim them.
