Neptune Alert question

Hi guys

My friends internet connection isn't that stable she's on wireless.
And gets disconnected multiple times per day .
I can't enable heartbeat due to this.
But the power went out and she received an alert .
We're just confused as the only alert is of the Eb82 doesn't receive power to alert her .
Question is if the connection is down
How is the alert known and sent .

It’s probably cached and transmitted after it re-established connectivity. I’ve seen alerts 30mins after I noticed the issue before the alert and fixed it.
