New clownfish problems?

Hi, I am in the process of building a 60g cube, and figured I’d take advantage of Petco sales and get a 20g for an observation tank, and to get my first fish.
I was lucky enough to find 2 black storms at Petco for less than $40/fish (bad to buy from Petco, I know, but couldn’t pass up on $200 savings!!)
These fish have been with me for 3 weeks, and the smaller one has been flashing, gasping, and doing weird behaviors. After some research I’ve found it could be from submitting to the dominant, larger fish.
However, the “gasping” and mouth breathing seem very fast, and the fish is laying down frequently too.
I have purchased a chunk of recommended medications by humblefish.
I’ve done a preventative fw dip, and this fish is eating super well.
0 Ammonia
0 Nitrite
15 Nitrate
1 Phosphate
Before I pre-maturely diagnose and medicate with cupramine or prazipro, could anyone offer a second opinion?

I believe this is an aggression issue as there is some fin damage and the tremor behavior is a defense behavior. Disregard nitrate which is freshwater specific and consider quality kits such as Hanna or salifert brand.
Prazi can be used but dont believe there is a worm/fluke issue . Observation tanks offer a delay for issues at hand and best to go with a conventional quarantining.

Can you show me where the fin damage is? From what I can see, there is some coloring/patters that look like it, but I personally cannot see any damage.

Can you show me where the fin damage is? From what I can see, there is some coloring/patters that look like it, but I personally cannot see any damage.
Yes I see its coloration which blended with backing and appeared as a tear lol

What test are you using for ammonia?
What test kit to you have for the Cupramine?

I don't see any evidence of serious aggression - no ripped fins, and the fish are swimming well next to each other. Were they from the same tank at Petco?

I have just the API SW test kit for ammonia and nitrite.
I have not started dosing cupramine yet, but I’ll be using the salifert kit. I’ve heard Hanna checker has had inconsistent results with cupramine.
But yes, they were in the same tank at petco, and the petco employee said they came from the same bag too.
