I lost all power on Thursday into Friday evening, this is the only coral that didn't open back up, should I give it some time? I have moved it a few inches over in hopes it will become comfortable again and open

Yeah doesn't look happy but also doesn't look sick. This is normal a elegance response to change. I wouldn't worry.

Elegance fare better on the sand rather than on the rock. They get roughed up by the rocks. I would move it down to the sand bed.

You need to move it to the sand where it's flesh will not touch any rocks. Rocks will cause tears in the flesh and the tears can cause the elegance to die.
