If its a brand new tank then the dino outbreak is part of it cycle and maturation. It will go away by its own.

are you perhaps getting diatoms and dinos mixed up?
diatoms will go away quickly as part of the cycle. dinoflagellates generally require stable nutrients that never bottom out and possibly alternative treatment depending on strain.

Freshwater dips is supposed to kill dino but it's not going to reach every spot even with a dip. So it will end up in there. When you buy corals and fish you will likely bring some in at some point anyways.

The key is to make conditions unfavorable.

Doing a water change when you have dinos is like throwing water on a grease fire
