Hello and welcome. I would think that it depends on what you want to put in your refugium.

I'm starting a new 75g reef tank with refuge. Do I start the refuge right away? Also I need a good reference book.

As far as books go Dynamic Aquaria is a good read. Typically you would want to wait until you have some sort of bioload to sustain the life in the refugium so I personally would wait until you have some inhabitants. Also here's a link to a great video on refugiums.
