The red stuff looks like cyano bacteria.You can siphon it out and try adding more flow to the area.

I would definitely look into adding some more flow. I have 2 Hydor Koralia Nano 425 power heads in my Biocube 29 and am going to upgrade my return pump next for the additional flow.
