NO3 test Part be not dissolving

I have the Red Sea NO3 Pro test kit, and when I mix it following directions the "B" part does not disolve all they way and just bubbles in the water. Am I doing something wrong, or is this normal?

It should pretty much totally dissolve but as per the instructions you need to put the cap on and shake vigorously for 60 seconds.

Just check the expiry date as well as I seem to remember when my last kit got older it seemed harder to get it to dissolve and sometimes I’ve had the odd bit but not to much.
