Personally I'd say a 150+ would be ideal. I have seen dwarf and pygmy angels housed in 75 gallon tanks successfully though. I definitely wouldn't do it without a substantial amount of rock work for the pygmy to hide if things get heated.

As a captive bred species is there any reason that it’s more/less reef safe than its wild caught relatives?
Honestly the pygmies are pretty reef safe in general. You could debate that it's less likely to consume polyps because it's never seen them before and has been well established on small pellet and frozen feeds. I personally wouldn't and won't hesitate to add one to my personal reef tanks.
