Phosphate dosing

Ok so I've been fighting high nitrates for a super long time. I do multiple water changes to bring them down and after a while they rise back up. I've noticed my po4 is always zero. I've tried so many things besides a sulfer reactor to reduce them but I can't seem to get them to stable out. The only conclusion I have left is that I have a very bad imbalance in nitrates to phosphates and need to dose phosphate. What would be the best product to dose po4 to get these balanced so I stop having these issues or would it be wise to set up a sulfer reactor?

What are you using to test phosphate?

I've used any and all testing. Basic hobby test kits. Aqua spin, exaqua, even icp

Food grade trisodium phosphate. Loudwolf is the brand many of us use. The recipe I mix is 2 grams TSP in 500 ml RO/DI water. 1ml dose will add 0.03ppm PO4 to 100L tank
