Possible ich

Ok so i persume this has been asked a thousand times.
I have been running my fish tank for4 months now, all was fine however last night i noticed white grains on my sailfin tang and valentini puffer. Both are eating fine, not itching or not breathing heavily!
Is this ich? Does it require drastic measures?
Help required please

This is what it looked like on a clown that I had...sadly this clown didn't make it. Does it look similar to this?

.03 is perfect, but I've never seen vodka dosing bring down phosphates that low by itself.
