You could probably get away with a 10g for two small fish, but you'll need to really keep an eye on water parameters. I personally prefer 20g tanks for QT. Some aquarists QT only one fish at a time, others QT multiple fish. I have successfully quarantined 2-3 fish at a time on multiple occasions. Just depends on how big the fish is.
