Question about attaching frags

I am new to the hobby and had two questions about frags.

1) How do I attach the fragged corals to the rock? Frags are already mounted on plugs, discs or tiles or rock, do I simply glue them (with the proper adhesive) to my live rock? It seems a little weird gluing a tile with a frag on it to a rock since the tile will stick out like a sore thumb. I assume the frags grow over the rock/plug/tile/discs over time and cover them?

2) Can I glue to dry rock instead? My tank has only been up for three months with dry rock that has not turned live and would really like to get started.

To glue, the sandwich method works well- super glue on frag, epoxy, then more glue on the epoxy then stick to rock. And Im assuming your rock is in your tank, so it wouldnt be dry?
