Question on skimmer placement

Very slowly going here...tank is almost full.....should the pipe on right side of HOB skimmer be over or under water? Also should I start running skimmer or wait till I’m ready for fish?

Looks like it’s a surface skimming attachment and in that case keeping it slightly above the water will help get stuff that tends to accumulate on the surface. I would wait running a skimmer until your tank is at least fully cycled.
