Encrusting implies calcification. There are several types of encrusting LPS and SPS. Cyphastria is an example of an encrusting LPS , montipora is an SPS that encrusts. I believe Palys and Zoas are related to anenomes They spread but do not lay down a calciferous base.

I like the Cyphastria but my lfs rarely gets them and when he does they get sold fast
 
There are many venders on here that sell great cyphastria frags. Check out Jason Fox and World Wide coral Also Live Aquaria sells chyphastria
 
M. lordhowensis (assuming that's the species you're talking about) will spread out over a rock in time, they aren't the fastest growing though. They do lay down a calcareous skeleton and is quite different from a Zoanthid in the way it grows. So yes, it will grow over what you have it on, but not as an actual mat.
