Ramen Noodle/Silly String-Like Clusters

These silly string, rubbery clusters are popping up all over my system. I've found them mostly in rock crevaces and on the bottom of the tank. They have a pretty strong grip and don't let go when I try to siphon them out.

Any idea what I'm dealing with here?
