Reactor pump noise when adjusting flow

Like the title says. I just hooked up a tlf 150 and a cobalt 600 pump, I only have a little media in it, about an inch or so of rowaphos to start out. And I need to throttle back about half way to get a good tumble.
When I do this the pump makes a whinning noise?
Is this normal or should I add some more media, whigh I assume will let me keep the flow a bit higher.

I guess it's just to much back pressure, I put a bleeder on it, and all good. Thanks
