Reef factory Thermo control

I have this Reef factory Thermo control and I don't really understand it. Sometimes when the temperature is inside the green range it is heating. Is it supposed to work this way? I thought it was only supposed to heat when the temperature got below 25.

According to the image the target temperature is 25.8°C - so that's probably why (since it indicates current temperature is 25.4°C).

I think I understand it now. So if I'm correct it works like this: if the temperature false below 25 it starts heating untill the temperature is 25.8 and then it stops.
