Yes, they are different than the true ribbons and easier to care for. Biggest tell is their face being different. I had one, little guy but he would even eat pellets when I gave those to my fish.
I have a banded snake eel but I’m just not a fan of him staying in the sand most of the time if not all the time until he gets hungry at night and that’s when I feed him so I’m gonna give him to
My buddy and get a white ribbon and try him out I just didn’t want my blue star and Mel leopard wrasses to get eaten cause they are doing so good in my tank. I ordered a S 10-15 inch white ribbon and my wrasses are over 2 inches easily

The true ribbons are very expert level where as the ghost ones are easy to care for. Same care as most other common eels
Yeah with the black I would rather not want to always get live food for him cause the closes place is like 45 min

So the white ribbon eel is much easier to keep than the black ribbon and it’s less likely to go after the wrasse? Would I still need pvc pipe with the white ribbon eel?
These eels are picky eaters and do hide quite a bit and therefore require caves and hiding areas. While the easiest of the ribbon group, still can be hard to feed and best offered small crabs and an OCCASIONAL guppy and once eating, small frozen fish and strips of food such as squid, krill and scallops

Mine ate frozen like a champ no issues at all

I agree with this.
I wouldn't be worried about a ribbon eel eating a 2-3 inch wrasse at all.
Wrasse are not in the eels diet, and at that size, I doubt it would fit in its mouth.
Edited to add:
I feed my eel frozen food without issue. My first eel took about 2 months to eat, but I haven't had issues not feeding live.
All 3 of my wrasse are way too fast for Eelektra to bother with anyway.
She has only ever tried, unsuccessfully, to bite my starry blenny for stealing her food.

So I decided to go with the white ribbon eel and he seems like he is hungry but I tried feeding him a small piece of raw shrimp and he went to bite it but didn’t eat it. What else could I try that might get him to eat?

You probably need to start with live food. Guppies, mollies, and ghost shrimp. Then work with it with various seafoods like shrimp, squid, slam on etc

I fed mine a few pieces of krill to start since it looks like a whole shrimp in body style a d when he would eat it I then switched is food up. Also soaking in garlic has helped me

Well I started with ghost shrimp, and guppies which be took no problem and now he won’t even eat live and only wants cut up pieces of silversides! Weird
