problem, My tank is Fully cycled with fish, coral, SPS, and inverts. im just switching rock

Then there is really nothing to worry about. Adding clean dry rock to a fully cycled existing tank is not going to hurt your inhabitants and should not spike any nutrient levels. The dry rock may get "uglies" as it matures, bit it is not going to mean your tank recycles or anything like that.

The only exception i can think of is if you are adding rock with a lot of dead/dying organic material which wont "cycle" your existing tank but could spike your nutrient levels. If it is clean rock(cycled or not) it wont do that though.

The other possible result is if the rock has a lot of bound phosphate it could release in your existing tank, but this is not really relevant to a cycle...just something to be aware of and possibly test for.

*Edit: the above assumes you are adding the rock to an existing tank not replacing the existing rock. If you take out all the current rock and put the new rock in then you do want to make sure it is cycled first(and it sounds like yours is in any case)

Ok, awesome yes you can do your change over just fine. I changed out my substrate in my 32 Biocube. With no issues. Your liverock is live so I don’t see the issue.

Here’s how I did my Biocube. You can probably can do something similar since you only have a 13.5. But as they say, there is more than one way to skin a cat.
Biocube Update

Changed out the substrate from gravel to sand!! No coral or livestock losses yay!

90% water change
Added Dr. Tim to help
Used live sand “special grade”

How I did it.
  1. Filled up a 15g tub with saltwater a heater and a bubbler.
  2. Pulled all rock and livestock and put it in tub.
  3. Trashed all the water in the tank. with the exception of 5g.
  4. Pulled the gravel and put it in a rubber tub, this was to find the hermit crabs.
  5. Used a Shop-Vac to get the rest, and scrubbed the bottom of the tank for any debris.
  6. Added liverock back to empty tank.
  7. Added sand around live rock.
  8. Filled tank 1/2 way with the 15g water in the tub. When the tub got low I added the livestock and crabs.
  9. Added the 5g of old water
  10. Topped it off with fresh saltwater
  11. Added Dr. Tim’s 30g
  12. Pulled filter and turned off skimmer for 24hrs
