I have a hector goby that loves to sift the fine grain sand I have in my current tank. I was thinking of upgrading to a 6 foot shallow LPS tank so the flow pattern will be different and I wasn't sure if I get fine grain again if it will just blow everywhere, but I'm also worried that the special grade size will be too big for the goby that has a pretty small mouth.

Would this scenario be resolved if I mixed sand so put special grade at the two tank edges where a gyre would most likely have the most flow, and fill the rest with fine sand like fiji?

If you try to mix the sand the smaller particles will just end up on the bottom eventually. Been there it didn't work out like I had hoped. I run fiji in my high flow 180. It never blows around although I had to play with flow to get it just right. I use gyre pumps so it's much easier to adjust the flow where I want it compared to a fixed wave maker just to pushing water on one direction.
