I have had my quarantine tank sitting half full of water for about 6 months now. The fish I previously had in it passed QT with no diseases. Would it be fine for me to just drain it and fill it with clean water?
 
I would personally clean it with a little sanitizer like bleach. If you don't want to use bleach, I'd at least give it a wipe down with vinegar and then a good rinse. Vinegar is a mild acid that I believe also helps with sanitizing.

do I need to rinse out the tank after wiping it down?
 
I use old QTs all the time, just give time for bacteria to settle again. Main concern is if used used it a lot, with Prazi... Prazi consuming bacteria can exist.

6 months fishless should be quite safe IMM.
Me, I’d fill that.
 
My concern over the tank sitting unused is for bacteria primarily, but not fish parasites. It may not be a big concern, but I like to clean any biofilm that may be on the glass or equipment between uses.

Yes, I would clean it out real good, wipe with some vinagar if that's what you're using (for good measure), rinse it out real good and you should be fine. That's what I would probably do.
