I’m looking for silicone for my sump that I can use in water without having to empty it. All the ones I can find need to be a dry surface, wondering if there is any out there that can be applied in water

Haven’t seen anything like that. You would be better off just draining the sump and taping it off to silicone. That’s really the only way to get a good seal. Most silicones are toxic until they cure.

Never heard of any
