It only moved because I moved the breeder box
To me the tang looks thin. it is extremely difficult to see the fin damage you're mentioning. As @Jay Hemdal said - is the breathing fast? (>130/min)

I cannot see well the damage - it is not as bad as I thought it would be - I think I see a square missing from the tail. Is it breathing fast, etc, scratching?

Curious - is the 'black line' really more of a red/dark red color?

He is trying to swim but he can’t he also has a shredded top fin in the corner any idea of what it can be

Humble.fish forum has protocols stickied to their forum. Follow the protocols. It could be anything. If he's breathing fast it could be ammonia burn, flukes on his gills even velvet or I have on his gills. If there are no open sores an h202 bath could give him temporary relief.

An h202 bath followed by being placed in a tank with pvc and dose copper power per the protocols on humble fish. You will need a hannah copper checker to test it ppm to 1 and slowly ramp up to 2.25
