Does the output of a LED increase in a linear way as you ramp it up all the way through the drivers range.

I see this is done buy PWM so it probably is.

Normally yes...There are (currently few) exceptions that ramp in a "gamma" way..
Drivers that throttle mA's will have slightly different power because of increased LED output efficiency at lower currents.. (Phillips coralcare as an example)

Sadly, not all lights tell you what "exactly" they are doing.

NEVER a simple answer.
