I have 2 skunk clowns I just set the tank up Sunday and put them in to cycle the tank along with beneficial bacteria only one is laying on the sand floor and breathing heavily while the other one is doing just fine my ammonia is at .25 and nitrites still at 0

Need videos and photos of the clowns under white light. My guess is your tank wasn't fully cycled, causing the clown fish to struggle. Personally I'm not a fan of using fish to help a cycle because of scenarios like this one

Also, in addition to the clear video, what test are you using to monitor ammonia, and what beneficial bacteria product did you use?
