While drilling a hole for a bulkhead, I made a little crack as the saw went through. The bulkhead is 1.5” and the tank is a regular 10 gallon. The crack is at 12 and 3 hand position

Is this okay to use?

I can't really tell from the pic but if that is the start of a real crack then any bump or even the pressure from some water can cause it to run and turn into a big crack.

If it is an actual crack and not just scallop chip then I would get a new 10g. They are cheap, no reason to risk livestock if the crack were to grow.

If you can finish the plumbing and get the tank together without making it spread, I think it will be fine. But that isn't going to be easy as there is a lot of torquing of PVC when plumbing. This can easily cause the crack to spread.

Give it a shot; what do you really have to lose except some time? Once it's together, fill and let it run. If there are no leaks, you're good to go.

I’ve ground hundreds of holes in glass tanks. Only cracked two .... both 10 gallon tanks. Really thin glass cracks very easily. In both cases I put the bulkhead in with silicone sealant, let it seal for a week, and then use. Obviously all cracks are unique, but in my case both tanks ran for me for years.
