Is it OK to put snails in a tank before you cycle it?

Depends on the cycling method. If you are adding live rocks or bottled bacteria, it is fine to add snails. In fact, snail shells could double as live rock, so it’s unlike for ammonia to build up to toxic levels before the bacteria population catches up.
