Your carpet nem is bleached white not good. I dont see the bubble tip in any of the pics. Nitrate at 0 is also not good. What brand lights? Or how many watts? My guess is the lights are adequate for fish only at most. Salinity needs to be higher if you plan on keeping corals 1.025-1.027.
I have nemolight extreme series ii e900 marine led light 60w

While anemones aren't technically coral, they often have the same care. At the moment it appears the lack of nutrients (and as stated, possibly light) are negatively impacting the anemones.
How can I increase nutrients?

I would start by simply feeding more. You can also do less water changes. If that doesn't help both phosphates and nitrates can be dosed.

Do you not have lights on it? Or only turn them on for short periods? Or are they really weak? 9 month old rock in a reef should not look like yours.
What setting best for my 1.5feet hight Tank?

What setting best for my 1.5feet hight Tank?
Its hard to tell honestly the one coral is severely bleeched I have not seen the other one yet. So I did some digging on that light its 60w which isnt bad but its a little low end for corals but like you said seems most corals are off the "menu". I would bump it up over the next few days to somewhere in the 40-60% ranges and see how the nems react. Its possible to take it higher if needed but lets get there slowly and see what happens.

edit I would not turn up any of the channels more than 5-10% max per 48hrs.

Thats ok you really shouldnt scrape the rocks anyway. Reef rocks are not white in a mature reef. You want biofilm to cover the rocks and coralline algae too.
Now my rock get more Alage and before my BTA loss it's tentacles but now growing some new tentacles and bleached carpet anemone have little bit color

I use 15% light for 20hours.
probably need higher intensity for the nems at least for 4-6 hrs/day. I dont know what actual par that light is capable of but I would think min 50% to start with for 4-6hrs /day. I would do it slow at first 10%/48hrs and see if they start to color up some.
