It seems like regardless of how many coats of paint I'm using, these spots keep showing up...anyone know what they are and why they're occurring? It seems like theyre a bit damp. I'm letting the paint dry basically overnight before applying another layer and they keep popping up.

If it’s like ceilings you may need to seal the surface first. If a ceiling has had water same you can paint numerous times but still shows through. There are sealants in your local DIY.

Kilz primer. But you need to be sure the wood underneath is totally dry

It's probably sap or resin leaching out. In any case Kilz primer will fix it.
