Stocking cleanup crew

I'm using my rule of thumb using this website, however I am unsure if they are referring that amount of species per tank or that amount of cleaners TOTAL. Bcuz It makes little sense to have eg 45 gal to have to only have 4-5 hermit and 3-5 snails etc. The other methods which means 9 hermit / 9 snails makes more sense to me anyways.
