I just added a sump about 2 weeks ago and worried something may not be right. My water level is 10" in drain section and fuge section, but... my return section is barely covering my mag 9.5 pump at around 3" deep. Is this right?

Looks like you just need more water...if the pump draw was too much water wouldntnt be cascading over the baffles

The section you have the pump in is the one that will show how much evaporation you have. You just need to add water to make up for evaporation like others have said. If you ever put an auto top off on that system that is the section you want to put it in.
