Sump hole cap question

So I have a sump that used to connect two tanks and I am capping it off with bulkheads but am a little confused. Which side does the gasket go on and which side should I put the cap part on? Can I put the caps in the tank so there’s no access in the hole?

Respectfully, this is wrong.

The gasket ALWAYS goes on the flange side. And, it doesn't matter if the flange is on the inside (wet side) or outside (dry side). So install the bulkhead however you wish to install it....AND PUT THE GASKET ON THE FLANGE SIDE.

This is correct, if you put the gasket on the nut side when you tighten the nut it can pinch or bind the gasket. On the flange side this is a non-issue because you are not turning the flange or bulkhead while tightening.

In your second picture the flange is on the outside.

Here is a bulkhead

The very top flat portion is the flange. Below the flange is the gasket....and then the nut.

Some find this hard to believe, but you can install it either way...whatever way works best for your application......Flange on the inside or flange on the outside. THE IMPORTANT THING, REGARDLESS OF HOW IT'S INSTALLED, IS THE GASKET IS ALWAYS....ALWAYS ON THE FLANGE SIDE.

Unless you are installing an external overflow box then the gasket is sandwiched on the bulkhead between the tank and the box.:) It's not needed on the flange side in this scenario.

I’m probably gonna put the cap on the wet side so the hole has no access for crap to go into
