Sump Problem

I have a Pro Clear 125 Wet/Dry filter for my 90 Gallon tank, with bio balls etc. Here is the issue: The water level in the sump always remains low, barley covers the pump. Over the past few weeks, the water level in the sump gets low enough the pump blows micro bubbles through the power head and I add around 12-16 ounces of RODI water and all is good for 12 hrs. The water level in the tank is at the black trim so I am afraid it might overflow if I add much more.

What should I do?
This tank is around 4 months old and the filter has not been cleaned yet. Speaking of...how often should the filters be cleaned/and/or replaced?
This is a reef tank with Blue Damsels, a pair of Banded shrimp ( Female is pregnant), 2 turbo snails, no coral, 85 pounds live rock.

Your advice would be very much appreciated.

Are you replacing the water that evaporates? I have to add several gallons to my tank every day.
Sounds like you need an ATO.
