T5 hybrid modification?

So I use a unusual and rare t5 hybrid in that it has flexible wings and it had wonderful legs that keep my lights 8.5in off the water. One day after a power outage the ballast is toast and the led controller built into the unit was gone.......So what I was thinking of doing is putting a OR4 icon or similar in place of the t5 bulbs by ripping them out and using the shell to house one 36in unit on each wing.
I can take off the ends of each wing allowing for an easy fit using a long strip of the 30lb gorilla double sided tape.
What are your thoughts?

I need to figure out the best tape to use or should I use a very good epoxy.
