Go to your air handler(inside unit), find the condensation drain pipe(should be a 3/4" pvc pipe). There will be fitting with a wire coming out of it. Similar to this...

Lift the float switch out the pipe and let it hang by the wire...(make sure the float is down)

Then give it a couple minutes and check if the outside unit comes on. Hopefully it does, and starts cooling, meaning you just need to clear that drain pipe..

I believe your float switch is in the discharge pump. Do those little wires go into the handler? You could try shaking the pump, see if it's full of water. Not much else to do without opening the unit or cutting that wire. Check your breakers

That does look like ice...

I use silicone and clear glue gun glue to make ice effects for my minis and dioramas. Nice to see that it is highly effective on large scale, too.
