Trouble with "hovering" over these navigation links?

I am not having this problem but it's come to my attention that some may be experiencing this issues. On a desktop is anyone having trouble with "hovering" over these navigation links or clicking them?

Using chrome, I can click them.... but if you drag (hover) your mouse over them from top to bottom or vice versa, the link appears, then disappears, and then reappears, so it is working, but not flawlessly. You have to be really precise with your mouse or the link doesn't work correctly.

I am no longer experiencing this issue as of today. It's working normally for me now.
