Trouble with Phosban 150 reactor

Hey guys so I am trying to reduce phosphates as I have some hair algae growing. My LFS didn't have any gfo so I bought some Kent Phosphate Sponge. I put it in the phosban 150 sandwiched between a finer white screen type material, the red plastic plates, and the foam discs. I am using a 264GPH pump but the output has really slowed to a trickle.

I'm not sure if I didn't pack it right or I used to much or this material isn't good for a reactor or maybe my pump isn't powerful enough? Not exactly sure this is my first experience with a reactor. I posted some pictures below, any help would be greatly appreciated!
PS API test shows 0 on phosphates and I don't have a Hanna low range checker. So I'm assuming they're low just not low enough. My next setup will have a proper refugium with macro algae and I plan on getting some actual GFO.

I think that reactor is way too full, when I had myne going I only had 4 or 5 inches in the bottom. Hopefully someone can confirm.

Yeah I took some out and rearranged the pads per the directions and now it's working! Although it says for phosphate sponge only have it in for 2 days and then I have to bake it to make it reusable. I need to get some gfo!
