Will carbon (Seachem pouch designed for Tidal 35 HOB) remove or significantly reduce the level of chelated copper in my 16 gallon qt tank? If no, is there any reason *not* to run carbon during the copper phase of qt?

Yes it will and act as remover. Remove it and place back in after treatment
